Biography

Timothy F. McMullen, AVC – Facilities Management, joined Winston-Salem State University (WSSU) in January, 2016, as Director of Design & Construction, in the Facilities Planning and Engineering division of Facilities Management.  In that role, he was responsible for managing the development and implementation of the University’s New Master Plan; administering and maintaining adherence to Campus Design Standards; and directing the Design and Construction (D&C) Department’s team of architects, engineers and project managers in oversight of Capital Projects. Under McMullen’s directorship, D&C managed over $100 million in capital construction projects, renovations and building repairs.

In August of 2018, McMullen was appointed Associate Vice Chancellor for Facilities Management. As AVC, he is responsible for the management of all Facilities Management’s financial, material and human resources. Included among his duties are, advising the university’s senior administration on the funding needs to adequately maintain the physical facilities of the institution; assisting the administration in the allocation of fiscal resources for various capital improvement and maintenance projects; developing programs to maximize the use of building assets, including space, systems, furniture, fixtures and equipment; and making recommendations in planning, including estimating space requirements, equipment needs, requirements for buildings and grounds maintenance, renovations and contractual services.

Mr. McMullen has been active in North Carolina as an Architect, Planner and Facility Design and Management Professional for over 40 years. He is a Registered Architect (RA) and in 2008, after 28 years in private practice, sold his interest in a Charlotte, NC-based architecture and planning firm and joined North Carolina Central University as University Architect and Director of Design and Construction Services. His portfolio of building design projects includes Commercial and Retail facilities; Single and Multi-family Residential; Religious and Institutional buildings; Industrial complexes; and K – 12 and Higher Education facilities.

He holds a B.S. degree in Architectural Engineering from North Carolina A & T State University (A&T), Greensboro, NC. During his time at A&T, McMullen served as a Research Intern, testing and evaluating Industrialized Building Systems at the National Institute of Standards and Technology (formerly National Bureau of Standards) in Washington, DC. He also completed the University Leadership Education and Development Program of the University of North Carolina – Chapel Hill, in 2012.

Throughout his professional career, McMullen has served as a guest lecturer, speaker and instructor for various institutions, organizations, and groups. He also spent several years as an instructor in Architectural Technology, Materials and Methods of Construction, Blueprint Reading, Building Codes and Contracts, at Central Piedmont Community College, Charlotte, NC.

McMullen serves as a representative of WSSU on the Board of Directors of the Simon G. Atkins Community Development Corporation.
